I missed the finale. Where can I still get mask? I can't find Imperial Supply Master Kagno anywhere. Anyone know?

I think he appears when the 9 rings go away. When that will be, I don't know. Could be 12PM ANet time / Pacific, or later on in the day.

From their July Updates:

"Imperial Supply Master Kagno will appear in Shing Jea Monastery as the event comes to a close at 11:59 AM Pacific (-7 GMT) on Monday, July 6".

It's a trader who will be in Shing Jea for every second of the next week.
